This would be your most wonderous AVST here to assist you all in a few uncommon rules in mage (aren't they all).
Todays lesson Counter/Dispelling and how they work
To counterspell an affect you must have a dot in the Arcana that you wish to dispell and even then any magic you wish to dispell must be vulger usually as you generally dont have time to scrutinize a spell to counter it. You can turn a counter spelling into a rote for any arcana (must have a rote for each arcana) The skill used is Occult. This is of course unless you have Prime 2 which can allow you to counter any arcana wiether it was vulger or covert (See Counterspell Prime pg. 222).
To Dispel you must have First Prime 1 + the arcana being used (See Dispel Mage pg 220) unless of course you happen to have Prime 4 which will allow you to dispell any magic regardless of Arcana's you possess. You can Dispell covert or vulger magic.
Now your thinking to yourself. Thats great Jason so how does it actually work.
For Both Dispelling and Counterspelling you target the spell being cast or has already been cast and your attempt to counter it you of course state your potency before casting and then attempt to cast. (extra successes increase potency in this case). Should the Counter spell be successful with the potency equalling the attacking spell the spell is nutrilized. If it is lower the attacking spell still goes off but at a reduced potency.
ex 1. (this may never happen but just go with me) Mortemor has lost it and decided that mages needed to die he attacks Capt. Morgan with Rotting Flesh. Mortemor makes it a potency 4 effect and naturally gains a total of 2 successes making it a potency 5 effect. Capt Morgan attempting to counter it and having the Death arcana as a master attempts to counter it He decided he will take the neg 8 penalty and have it be a potency 5 he fully succeds with 1 success and the spell is countered.
ex 2. Mortemor after being countered by Morgan attempts the same Trick on Damacleas. Once again he makes the spell a potency 4 (-6 to the draw) and gains 2 successes (increasing the potency to 5). Damacleas having prime mastered attempts to counter spell. He attempts to Counter it with Potency 4 (again a -6 to the draw) but he only gains 1 success Mortemor's spell hits damacleas but it will only hit at the meekest of potency 1.
Now that those examples are done what about dispelling.
Dispelling works the exact same as counterspelling safe it goes against more lasting magical effects that are already currently in effect. the dispelling though must exceed the potency in the spell to effect it.
