To the concilium of Omaha, Nebraska:
I have heard disturbing rumors about things that are happening to Winter's son. If true, having a mage perform non critical operations on him, and implanting things in his body that he may or may not agree with while he is unconscious and can not give consent is highly inappropriate. According to Winter's will, full parental rights have been given to Bale, and her son needs to be turned over to him. If this is not done, it will be considered very inappropriate, and actions may need to be taken. I hope it will not come to that.
