The Fourth Tradition can now be implemented as long as it is part of the VSS and the VSS is approved. Sovereignty can only be tested against once - Pass or Fail. The Nosferatu and Gangrel clan flaws apply to any draw which fails to accumulate a success.
(as per MET rules when any character fails a social or mental action against another character they must wait 1 hour/1 scene to use the same action again - this includes disciplines!)
