To the Kindred of the Tri-Cities,
Concerns have been brought to me recently concerning this topic and the implications on the Masquerade that they have. I have researched the concerns as well as the sources of these concerns, and find them valid.
By the order of Czar Spectre, any Gargoyles, Homonculi, or Zombies seen outside of a Kindred's dedicated haven or a covenant's dedicated site will be considered to break the First Tradition. Their handlers AND creators will be subject to disciplinary actions, and as well, the creature will be immediately destroyed in a manner not to endanger the Masquerade further.
Thus it is decreed, this 25th day of September, 2007.
The intent of this decree is to keep said "pets" out of public view. We have enough problems keeping quiet about ourselves in these modern nights than to risk exposure by letting these things out to play.

Tell us where to hunt. Tell us where to sleep. Tell us where to be and when to be there. We will be your automatons. We will be your perfect court. Responsibility is beyond our grasp. Think for us.
Czar Spectre is not your mother. He is not your supervisor. He is not your Master. To all questions he is not the answer. Czar Spectre is one of the dead who walks - much the same as any who currently reads this.
Yet we go to him as a child would a teacher to tattle on the other students. Surely there is better use of his time than to tell people to keep their skeletons in their closets.
Seriously! Are we so far removed from our former lives that we have become like children to compensate for the loss?
Why not let Chhaya be responsible for her gargoyles? Or Sister Catherine responsible for her homonculi? Why have these things been laid upon the feet of the Czar to sit upon judgment when nothing has happened yet?
Why does this decree not extend to thralls, human ghouls or animal ghouls? Surely having blood-crazed thralls and ghouls wandering the day sucking on raw steaks and engaging in bloodplay with their lovers is just as disturbing to the Masquerade. Be careful in this line of thinking though - as it might soon do just that.
Now, now, if you can't share your toys neither of you can have them.
